On the upper left corner on a square of blue containing a circle of 13 white stars, which represent Georgia as one of the original Thirteen Colonies, within the circle the state coat of arms is depicted; the arch represents the state's Constitution and the pillars signify the three branches of government, the words of the state motto, "Wisdom, Justice, and Moderation," are displayed on the pillars, protected by a revolutionary soldier.
